QUESTION: Councillor P. Gogarty
"To ask the Chief Executive if there have been any pre-planning consultations regarding an extension to the village centre planning application to the rear of dwellings on Kennelsfort Road, Lower and the Old Lucan and encompassing the old Vincent Byrne site; to outline the final deadline for any construction notice/extension request to be issued before a new planning application must be submitted; to outline whether residents of Palmerston might be able to be consulted again on their vision for the site zoning and usage, should this not happen; and if he will make a statement on the matter?"
REPLY:
There has been no pre-planning meeting in respect of the site in question since the grant of planning permission was issued.
The decision of An Bord Pleanála (ref PL06S.234178) was dated 21st May 2010 and the application is due to expire on 21st May 2015. Under Section 42 (1) (d) of the Planning and Development Act 2000 (as amended) an application for extension of duration shall be made prior to the end of the appropriate period. Under Article 41 of the Planning and Development Regulations 2001 (as amended) an application for an Extension of Duration can be made not earlier than one year before the expiration of the appropriate period sought to be extended.
The site in question is zoned for 'local centre' use in the current South Dublin County Development Plan 2010-16. As part of the Development Plan review process, any interested party can make a submission in respect of the future development of the County and at the appropriate stage of the process, in respect of zoning matters.
