QUESTION: Councillor R. Nolan

"To ask the Chief Executive if planning permission will be granted for more housing in The Paddocks, Lucan and if so, to ensure sufficient parking spaces for these houses?"

REPLY: 

The Paddocks is located within the boundary of the approved Adamstown SDZ Planning Scheme 2003, therefore it is anticipated that further development will occur in the area. Development at The Paddocks to date has been completed in compliance with the 2003 Planning Scheme, with on-street, off-street and underground car parking provided in line with the provisions of the Scheme and planning applications granted. Existing parking on the site is not currently being fully utilized by residents. It is likely that as the site is further built out with an extended road network that existing on street, off street and underground car parking provision will be better utilized.

In addition, the amended Adamstown SDZ Planning Scheme 2014 provides for a reduction in density across the SDZ area, and in turn results in a reduced population to be catered for in the area. The car parking requirement would therefore be reduced as a direct result of the reduced projected population. The provision of on-street and off-street car parking will generally be encouraged in accordance with the requirements of the Design Manual for Urban Roads and Streets (DMURS), which is a national guidance document published jointly by the Department of Transport Tourism and Sport and the Department of Environment, Community and Local Government in May 2013. The amended Scheme is currently under review by An Bord Pleanala. A decision is expected in October 2014.
