QUESTION: Councillor E. O'Brien
"To ask the Chief Executive to address, in conjunction with Water Ireland if necessary, continued blocking of drains at Cherbury Park Avenue affecting houses in Cherbury Park?"
REPLY:
Matters associated with the foul sewer network are now within the remit of Irish Water (IW). Any works to be carried out on such network can only be expedited by the Council on foot of their instruction to do so.
The Council is aware of the persistent blockages in this area having cleared some 16 chokes between December 2009 and May 2014. Following cctv work of the sewer network in the area, the problem seems to relate to a section of damaged sewer under the inbound N4 carriageway. The general location is shown on the attached photograph. The cctv survey has highlighted what seems to be inadequate joint repair or a poorly constructed connection detail between the existing sewer and that laid under the N4 as carried out by others, possibly during the N4 road upgrade works some years ago.
Our assessment of the repair will most likely involve a major traffic management plan on the N4 to facilitate eventual repair works.
The matter has been referred to Irish Water under an asset needs brief statement as identified by the Council on 5th June 2014. Our preferred option, as advised to IW, is to replace the poorly constructed section of pipe. While a response is still awaited from IW, we will raise the matter with IW again.
