ADOPTION OF SCHEME FOR THE ESTABLISHMENT OF STRATEGIC POLICY COMMITTEES
REPLY:
The Strategic Policy Committees (SPCs) provide Councillors with a framework and opportunity to fulfil their roles as overall policy makers for and within the local government system.
It also develops opportunities for partnership with local and appropriate sectoral interests, and allows for better focus and enhanced capacity for policy formulation, review and evaluation.
The Council is and remains the decision-making authority, and it is the task of the SPCs, as committees of the Council to advise the Council in the context of policy formation and development.
Each SPC will assist the Council in the formulation development and review of policy and they will participate in the policy making progress from the preliminary stages, when certain policy options are being considered. Background work, discussion and recommendations will completed at SPC level before final consideration and ratification by the Council.
The Draft Scheme sets out the structure, role and membership for the proposed six SPCs, which are as follows:-
Consultation and Timescale:
Following the July CPG meeting, the Draft Scheme was publicly advertised in the local media and forwarded to the national pillars and the Public Participation Network (PPN) for their feedback and comments. One submission was received from the Environment Pillar, which is attached to this report.
Following the adoption of the scheme, each nominating body will be invited to make their nominations for membership of each SPC. Following confirmation of same, full meetings of each SPC are scheduled for November 2014.
