QUESTION: Councillor M. Genockey
To ask the Chief Executive how it intends to choose households for energy retrofitting using the grant of over €850,000 that was recently allocated to this authority by the Department of Environment, Community and Local Government?
REPLY:
The current energy programme – Energy Retrofitting (Fabric Upgrade) Programme - commenced in 2013 following the introduction of the scheme by the DOECLG. The work included in this scheme consists of attic and cavity wall insulation, ventilation and draught proofing. Houses which are upgraded under the scheme are surveyed prior to work being undertaken and a BER certificate is provided following their completion. On its introduction the Department indicated that the programme would continue for the next 3 years until all local authority housing had cavity wall insulation and minimum 300 mm insulation in the attic.
The Council commenced this scheme by concentrating on the older housing stock, built prior to 1985 as all houses after that date would have cavity wall insulation. 273 houses were completed under this programme in 2013.
In February 2014 under the Energy Efficiency measures the Council was allocated €938,390 and we have completed an additional 345 houses. These houses are in the following estates:

A further allocation of funding has now been announced in the sum €868,654. It is proposed to continue to work on the oldest houses in order to bring them up to the minimum standards set out in the initial programme.

In addition to the above scheme the Council has partnered SEAI in its Better Energy Communities Area based programme 2014. This programme includes 53 council houses and 10 private in the Bawnlea estate. This scheme includes upgrade of heating controls and boiler replacement and energy works, which will be funded from the above allocation. Work has already commenced in this estate. The Councils criteria is generally the age of the units within estates.
