QUESTION: Councillor B. Ferron

To ask the Chief Executive to list all the schools which are currently located within temporary accommodation in the County and provide a detailed report on any discussions which have taken place with the Department of Education in order to move the listed schools to permanent accommodation?

REPLY:

The Department of Education & Skills has provided the following list of schools at least partly in temporary accommodation that includes new schools, schools on the Department's accommodation programme or schools using rented prefabs.

In Autumn 2011 The Department of Education and Skills and the City and County Managers Association established a partnership with the aim of realising the provision of additional school accommodation urgently required to meet the forecasted demand for 45,000 primary school pupils and almost 25,000 post primary schools pupils nationally by 2017/2018. South Dublin County Council's role in this inter-agency programme is to identify and acquire sites for new schools on behalf of the Department of Education and Skills and this role formally came into effect on June 1st 2012 under a Memorandum of Understanding between the Department of Education and Skills and the City and County Managers' Association for the Acquisition of Sites for School Planning.

South Dublin County Council has been working closely with the Department of Education and Skills to acquire sites to deliver urgently required additional primary schools in the County, at the following locations, all of which relate to schools on the above list:

In a number of locations sites have been successfully acquired and planning permission has been granted for new permanent schools, while negotiations are ongoing at other locations.

Where a new school is due to open or continues to operate in temporary accommodation in advance of a permanent site being acquired, the Council, in the spirit of the MoU and inter-agency co-operation, has sought to assist the DoE&S to identify or provide sites for temporary use.

The MoU under which SDCC is operating is primarily for the identification and acquisition of sites for new or existing schools on behalf of the Department of Education and Skills. There is also a separate school building programme that applies to many of the schools on the above that are at least partly in temporary accommodation on an existing permanent site.
