QUESTION: Councillor C. O'Connor

To ask the CEO to report on any contact and discussions he has had with the Department of Environment and Local Government in respect of the need for a new Tenant Purchase Scheme?

REPLY:

Housing (Miscellaneous Provisions) Act 2014.

Part 3 of the Housing (Miscellaneous Provisions) Act 2014 which was enacted on 23rd July 2014 provides, inter alia, for an Incremental Tenant Purchase Scheme in respect of the sale of local authority houses to tenants on an incremental purchase basis.

It will be necessary for the Minister for the Environment, Community and Local Government to sign a commencement order in respect of this part of the legislation before it can be given effect to by Local Authorities. 

The new scheme provides for a discount system calculated on the basis of household income that enables the State to share in the resale profits during the period of the incremental purchase charge, 20 to 30 years. 

The Minister proposes to make necessary Statutory Instruments to enable the new scheme to become operational in 2015.
