MOTION: Councillor T. Gilligan
That the Chief Executive erects proper fencing / wall to block off the building on Orchard Lane looking into Castle estate, the previous fencing didnt block it off.
REPORT:
Under the Part 8 process Council staff met the residents of Castle Grove in October 2011 when local residents stated that they did not want the Council to interfere with the existing boundary wall. The Council's Design Team agreed to build a boundary wall within the Council side of the boundary; it was agreed that the height of the wall would be 2.4 metres high (measured from the Council side of the boundary). This wall was completed before residents of Valhalla took occupation of the premises. The foundation of the newly constructed wall compromised the ability of SDCC to undertake physical planting and also restricted the type of planting that could be undertaken at this location.
The boundary wall between the site and the rear garden of no. 1 Watery Lane has been upgraded resulting in a significant improvement in privacy and aesthetics. Planting was also delivered to a number of other property owners bordering the Valhalla development and this was provided following consultation and in agreement with the owners concerned.
Following complaints from local residents relating to issue of overlooking from the communal area of the first floor, screening was installed to further enhance the ambience of the development and its environs.
The total cost of the additional works was around €9,650.It is considered SDCC has engaged extensively and responded to the requirements of local residents in relation to the matter of boundary treatment at this location. The final account for this development is currently being prepared for submission to the DOECLG. No further funding will be available in respect of additional boundary treatment.
