MOTION NO 1

Mayors Business

To ensure South Dublin County Council are in the best possible position to build social homes when central exchequer funding becomes available, this motion calls on County Management to bring forward part eight proposals for the development of another 240 social housing units, bringing to 500, the number of ready to build social homes.

REPORT:

The Council has received approval from the Department of Environment, Community and Local Government (DOECLG) for the building of 12 units under the Job Stimulus Scheme namely St Finians and Suncroft. Approval to proceed to tender is currently awaited from the Department of Environment Community and Local Government in respect of a total of 53 Social Housing units at St. Marks, Mayfield and MacUilliam estates. Subject to funding approval, these projects will proceed to tender in accordance with guidelines set down under the Capital Works Management Framework.

Part 8 approvals, under the Local Government (Planning and Development) Regulations 2001 – 2012, have been obtained in respect of 193 social housing units at Knockmore, Stocking Lane and Rossfield areas.

The Housing and Architectural Services Departments have been working closely in examining the potential of a number of locations (countywide). The Council's Housing Department is working in co-operation with the Economic Development division analysing the Council's landbank for other plots which may be deemed suitable to facilitate potential future building programmes either through state funding or some other form of social housing unit provision. A number of potential sites for social housing units have been identified and it is anticipated that maps of the areas identified will be circulated shortly to Councillors for their input. 

Following from this exercise the sites will be scoped to ensure their feasability. The feasibility of the sites will depend on site services, conditions and constraints. Once the sites have passed the feasibility examination, those sites considered to be most viable will be progressed via the Part 8 Process.
