MOTION NO. 4

MOTION: Councillor D. Looney

"That this Committee mandates a concerted and concentrated programme of work to remove the high levels of graffiti, including particular tags, in the area under its remit through direct Council labour and through liaison with other agencies and companies. This Committee requests a detailed report at its meetings in October, November and December detailing the work carried out on this specific issue."

REPORT:

To date in 2014 a total of 14 sites affected by graffiti in the Rathfarnham area have now been cleaned and a further 18 sites which have been reported to the Council's public realm section still require attention.  As requested a programme of works will now be put in place to clean these remaining sites using the Council's own staff resources as well as the resources of the Probation Service's community service programme which are also available to the Council for this type of work.  The owners of private property which has been affected by graffiti will also be contacted to take remedial action to remove the graffiti, as required by the Litter Pollution Act 1997.  The Council also has in place a Memorandum of Understanding with the ESB regarding graffiti on ESB utilities, under the terms of the MoU the ESB will remove graffiti from their utilities within a specified time frame when requested by the Council to do so.  As requested reports will be submitted to the Rathfarnham Area Committee  for the October , November and December meetings to update members with regard to progress.
