QUESTION: Councillor Martina Genockey

"To ask the Chief Executive to give an update on the local employment element that was provided for in the planning permission for the new houses at Suncroft in Jobstown. How is it intended that this will be implemented? And has work started on this process yet?"

REPLY:

 

Approval was granted at a County Council meeting on the 9th of September to the proposed construction of infill housing at Suncroft in accordance with Part 8 of the Local Government (Planning and Development) Regulations 2001-2012. The proposed scheme will consist of 10 units of accommodation which are as follows:

The scheme is part the job stimulus programme funded by the Department of Environment, Community and Local Government. The Council received budget approval for the project from the Department and Environment and Local Government under the Job Stimulus Programme in June 2014.

Subject to the approval of the DOECLG the Council intends to proceed to tender in the near future. The tender must strictly adhere to the requirements set down under the Capital Works Management Framework issued by the Department of Finance.

The DOECLG is examining the potential to include social clauses in the Framework Agreements which would require that a certain percentage of those employed on the contract must be recruited from the ranks of the long-term unemployed. The Government Construction Contracts Committee has given the go-ahead to pilot the use of such clauses on the Devolved Schools Programme being administered by the National Development Finance Agency (NDFA) on behalf of the Department of Education and Skills.

There is a long led in time to such projects. However, initial feedback has been positive. In order to maximise the effective use of such clauses in procurement a project group lead by the Office of Government Procurement (OGP) is to be established which will put forward projects where social clauses would be inserted into the contract to address employment and training.
