MOTION NO. 10
MOTION: Councillor C. Brophy
"That the Chief Executive carry out an inspection of the number of masts on Whitehall Road Badminton Centre and to report on this inspection outlining all the masts on this site and if they are all authorised."
REPORT:
The Planning Authority received a specific complaint regarding telecommunication structures at this location in April 2008.
An investigation was carried out and notices were served which were complied with to the satisfaction of the Planning Authority. The enforcement file was closed in August 2009. Enforcement file No. is S4219 refers.
There is a long and complex planning history associated with the Whitehall Road Badminton Centre and in the absence of a specific issue or complaint about the number of masts referred to in the motion an extensive investigation of the premises by the Planning Authority may be required.
In planning terms, 2 planning permissions are of note. SD11A/0051, relates to permission granted for 3 no. antenna, 1 no. radio link dish at roof level, associated equipment and outdoor equipment cabinet at ground level which forms part of the applicant's 3G communications network as previously granted under An Bord Pleanála reference PL06S.216795 (previously L.A. Ref. SD05A/1066) on 31/5/2011.
SD11A/0063, relates to permission granted for retention of an existing telecommunications base station installation comprising three no. antennas and 1 no. link dish mounted on 2 no. offset poles together with ground-based equipment container and security fence on for 5 years from 22/6/2011.
These 2 permissions which provide for 6 antennae and 2 dishes will expire in 2016.
Any investigation of other general matters regarding this property or the specific identification and confirmation of approved antennae may require the allocation of appropriate resources which are currently unavailable without altering the current work programme.
If the motion is passed in respect of a specific complaint regarding masts an investigation will be initiated as part of the work programme.
