MOTION: Councillor Martina Genockey
This Committee calls on the Chief Executive to make provision for a timetable to be prepared for the rotation of the council’s two Rapid Deployment CCTV cameras to illegal dumping black spots in Tallaght and that Councillors and members of the public are consulted on where the worst problem areas are, with a view to both discouraging people from dumping and punishing those who do.
REPORT:
The Council’s Enforcement and Licensing Section has two rapid deployment CCTV cameras available to it for the monitoring of illegal dumping throughout South Dublin County Council’s administrative area.
Illegal dumping black spots are currently identified by Elected Members and members of the public by reporting incidents of illegal dumping to the Litter Warden Service for investigation. Where it appears that there is a recurring practice of illegal dumping in an area (which is indicated by reports received from Elected Members, members of the public and information provided by the Council's Litter Wardens), these areas are assessed for camera redeployment suitability by the CCTV contactor. This is done with a view to locating the cameras in areas that are most likely to yield results from an enforcement perspective.
Locations where these cameras can be used are limited because of geographical location, lack of source of electricity and risk of vandalism.
The Enforcement and Licensing Section has recently secured agreement of a business owner within one of our industrial estates to locate one of the cameras on his premises, where there has been consistent dumping. The second camera is currently being serviced and is to be located to a litter black spot within another of our industrial estates with the agreement of a private landowner as soon as it becomes available.
While there had been a practice to rotate the cameras on a three monthly basis, it is now considered more effective to rotate the cameras as required.
