QUESTION: Councillor Paul Foley

There are a number of flood relief projects pending, across the county, which are dependent on monies being made available. To ask the Chief Executive can details be given as to the status of each project and whether - in each case - funding is available?

REPLY:

The OPW is the national agency responsible for flood alleviation works associated with river flooding. 

Funding for flood alleviation works may be made available through the Office of Public Works (OPW), the Department of Environment, Community and Local Government(DoECLG) and Local Authorities.

Poddle:

The OPW, in association with Dublin City Council, undertook the Eastern Catchment Flood Risk Assessment and Management Study (CFRAMS) which examined the River Liffey and it’s tributaries.  This study examined options for flood alleviation works on the Poddle River which included works in South Dublin and Dublin City.

The Water Services Section in South Dublin is currently preparing a brief for the appointment of a consultant to carry out an Environmental Impact Assessment, detailed design, estimate and prepare contract documents for flood alleviation works.

The procurement of a contractor to construct any works will be subject to approval and funding from the OPW.

Whitechurch Stream:

Flood alleviation works associated with the Whitechurch Stream is also likely to proceed to construction. This scheme was identified by the OPW in the Dodder CFRAMS as being cost beneficial.

South Dublin is liaising with the OPW and Dublin City to progress this scheme which is also subject to OPW funding.

Ballycullen Stream:

The Ballycullen Stream Flood Alleviation is a scheme designed by South Dublin to alleviate flooding in the Castlefield area.

South Dublin submitted details of the proposed scheme to the OPW and the DoECLG for funding approval. Regrettably however the DoECLG has indicated that it will not be in a position to provide funding, the OPW has stated that it will provide 33% funding, the Council has also committed to 33% funding, this would leave a shortfall of approx. €0.5 Million. The Council is currently exploring all possibilities in respect of fully funding this scheme .
