QUESTION: Councillor E. Ó Broin

To ask the Chief Executive the total number of people on the fixed transfer and the total number of transfers per year from the fixed transfer list since it was created including the total to date in 2014?

REPLY:

The commencement of Section 19 of the Housing Act 2009 defined RAS as a social housing support and as such RAS tenants were formally deemed to be in receipt of social housing support and could not remain on general housing list. All tenants from 1/10 2010 were informed of this on sign up to the scheme.

However, Circular Housing 28/2011 recommended that a special transfer pathway be provided from RAS to other forms of social housing for tenants who signed up prior to that date as they were given assurances that they could remain on the housing list and would have reasonable expectations that their access to traditional social housing accommodation would be maintained. 

In this regard in November 2011 South Dublin County Council contacted the 730 such RAS tenants who were given the opportunity to have their name placed on a Fixed RAS Transfer list if they so wished.  Housing was to be offered in accordance with Time on List in line with the current housing list.  309 tenants applied for inclusion on this list fixed transfer list.  

In October 2013 the Council was able to facilitate those on the Fixed RAS Transfer List with access to the CBL system.
