QUESTION: Councillor M. Devine

"To ask the Manager to give an update on incidents re scramblers/quads that cause serious public safety concerns and destroy public green spaces?

REPLY:

The use of scramblers and quad bikes in parks and open spaces is in breach of the Council's 2011 Parks and Open Spaces Bye Laws.  It is Council policy to request the owners or users of any such equipment to remove them from the County's public parks and open spaces, and to request the assistance of the Gardai in the matter when deemed necessary.  It can be quite difficult to apprehend such vehicles due to their ability to travel over rough ground and evade normal vehicles in doing so, and for this reason it has been necessary in the past to request the assistance of the Garda Mounted Unit to deal with problems relating to the use of these vehicles on public lands.  At the present time there are no complaints of this type of activity currently being investigated by the Council's Environmental Services Dept.
