"To ask the Manager for a report on the situation where a filling station replaces a prepared sandwich service with a full Subway Takeway.  Does it require Planning permission and what options are open to this Council to insist that the prescients of such a premises are kept litter free?"

REPORT:

The taking over of a prepared sandwich facility by a specific franchise operator is not a planning matter.  Litter is the responsibility of the Environmental Services Department Litter Wardens.   There may be the potential in a future planning permission to include a specific condition for the provision of equipment for the control of litter within the site if it can be justified on planning and amenity grounds..
