QUESTION: Councillor M. Devine
"To ask that the Manager inform members of this Committee what By-law could be enacted to prevent refuse trucks accessing residental areas at inappropriate times?"
REPLY:
Currently, waste collection permits are issued by the National Waste Collection Permit Office; the terms and conditions of which are dictated by the Household Waste Bye-Laws operating in each County. South Dublin County Council's Household Waste Bye-Laws 20l2 does not restrict Waste Collection companies to the collection of household waste on any particular day of the week.

The Council will examine the possibility of amending the Household Waste Bye-laws to allow the Council to determine that Waste Operators will only be permitted to collect waste in defined areas on a designated day.
At a national level the Minister for the Environment, Community and Local Government published A Resource Opportunity - Waste Management Policy in Ireland in July 2012. Recently the Department initiated a public consultation process and invited submissions on it's Consultation Document on The Regulation of Household Waste Collection.The closing date for receipt of submissions was the 3lst January 20l4 and the Department is currently analysing submissions with a view to presenting draft Regulations to the Minister by June 20l4. http://www.environ.ie/en/Publications/Environmnt/Waste/WasteManagement/FileDownLoad,34650,en.doc
The target implementation date for the new Household Waste Collection Regulations is January 20l5, following which all local authorities will be required to undertake a review of their Household Waste Bye-Laws.
