MOTION NO. 5

MOTION: Councillor C. King

That this Council calls on the Manager to provide an updated report on the situation with vacant bank owned houses within the County and for the report to include outcomes of meetings that were due to take place with the various stakeholders in this regard

REPORT:

Currently there are 24 abandoned properties being investigated by the Council's Environment, Water and Climate Change Department under the Derelict Sites Act 1990 and Local Government (Sanitary Services) Act 1964. 

As a number of these properties are located in Council Housing Estates the Housing Dept work closely with that Department to establish the owners.  To date it has been established that banks have a charge against 23 of these properties.  They have offered a number for sale and 3 of them have been sold recently.  A further 2 properties are subject to negotiation between the bank and solicitors for previous deceased owners and a further property is currently being refurbished for re-occupation. 

In relation to the remainder a letter has been issued to the Heads of Property Management of the relevant banks seeking a meeting to explore ways of reducing the damage to the environment as well as bringing the houses back into use.  It is also hoped to agree measures to try and tackle further instances of abandoned private properties.  It is anticipated that this meeting will take place in the near future.
