QUESTION: Councillor G. O'Connell

To ask the Manager for a report on the operation of the Litter Service across the County and to include in his report the numbers deployed in each Local Electoral Area and to make a statement on the effectiveness and impact of the service.

REPLY:

While it is not possible to provide the numbers of staff deployed to the operation of the various litter and cleaning related services by electoral area because the work areas overlap the electoral areas, under the Public Realm re-organisation the county is divided for operational purposes into two areas - one north of the Naas Road and one South of the Naas Road. The following table shows the staff resources which are deployed across the county to the litter and cleaning service on average each day, these numbers can vary from day to day depending on the requirements of the work programme. It should be noted that in addition to these resources, staff are also deployed to picking litter as part of other work programmes such as grass cutting and burial ground maintenance.   The numbers shown below are due to change in the near future when additional resources are to be deployed to maintenance and cleaning of the town and village centres.

The following table gives a summary of the main cleaning and litter related tasks that have been scheduled to take place during 2014 in the County broken down by electoral area.  These tasks are (1) the cleaning of known litter blackspots and bottle bank sites, (2) the removal of waste from community clean up sites, (3) the cleaning of known blackspots for illegal dumping and (4) cleaning and litter picking at all other locations in the County.    Not included in these numbers are unplanned works which need to be scheduled on a daily basis as they arise.  One additional task not shown in the table below is the servicing of litter bins, as these are not currently separated by electoral area.  There are approximately 650 litter bins in place across the County including those in park locations and these are all scheduled to be serviced each day Monday to Friday, giving a total of  162,500 litter bin services scheduled over the full year.
