MEETING OF RATHFARNHAM AREA COMMITTEE

Tuesday, April 08, 2014

MOTION NO. 4

MOTION: Councillor A.M. Dermody

"That the Manager update this meeting as to the progress to date with regard to the playspace initiative for the Ward. One suggestion as to a suitable location might be in the new areas of the Rathfarnham Ward, just off Stocking Avenue.  Given the varying stages of planning permissions is there a suitable location for such a playspace?  In this area you have a high percentage of young couples with very young children and one would expect the level of enthusiasm would be stronger in such areas."

REPORT:

The proposed locations for play spaces in the Five Year Play Spaces Programme in the Rathfarnham Local Electoral Area are:

  RATHFARNHAM
Location Type Proposed timescale
Woodstown, Knocklyon Local 2014
Whitechurch open space Local 2014
Marian Road (substituted with Woodstown) Local 2015
Dargle Wood Local 2015
Longwood/Stonepark Abbey Rathfarnham Local 2015
Elkwood Local 2016
Delaford Local 2016
Westbourne Lodge Local 2017
Boden Park Local 2017
Idrone, Knocklyon Local 2017
Cherryfield Park Neighbourhood 2018
Prospect Manor, Stocking Lane Local 2018

The original identified locations for 2014 were at Marian Road open space and at Whitechurch Grove.   At the suggestion of the Elected Members it was decided to substitute Marian Road with a location at Knocklyon and specifically at Woodstown estate.  The open space at Idrone was also suggested as it was already included in the 2017 programme.

A series of consultations has taken place with the following local communities:

Whitechurch (25th February 2014).  The outcome of this meeting was somewhat unclear but there was some resistance to the provision of a play space in the location presented to the meeting.

Woodstown, Knocklyon (A series of meetings have taken place to agree a draft proposal in advance of a full public meeting)

Idrone, Knocklyon (A series of meetings have taken place with the local school and with Knocklyon Network at a Deputations Meeting on the 26th March 2014.  A meeting with local residents representatives is being arranged for the week beginning 7th April 2014.  All of these informal consultations are being held in advance of a full public consultation meeting).

The Elected Members will be circulated with the date and location of the full consultation meetings.

In relation to the areas off Stocking Avenue the Council is in discussion with the Receiver for Stocking Well to advance the development of the parkland associated with the development.  It is intended to include provision for a Play Space in this parkland area.
