MOTION: Councillor A.M. Dermody
"That the Manager report back as to the progress made in relation to allegations of noise pollution since I last tabled a motion with regard to the matter. I have since then sent on to the Council another resident living in Fairways who too complains of unacceptable noise early in the mornings due to out of hours deliveries to Tesco."
REPORT:
The Environmental Health Department undertook, in this chamber, to negotiate an agreement between the complainant and Tesco regarding the delivery of produce to their store in Rathfarnham Shopping Centre. At all times during updates to the elected members, you were briefed re the difficulty of not having verifiable noise data from the complainant's home. Despite this, we got all parties to attend a constructive meeting on-site on 18th December last.
The complainant stated that he wanted the deliveries to be stopped at the front of the store. Environmental Health requested a full noise assessment to be undertaken by AWN Noise Consultants at multiple locations around the shopping centre while such deliveries were occurring. This included noise readings from the footpath outside the complainant's house. The noise readings were low and not such that would be normally considered likely to cause annoyance to a community.
Despite this, Environmental Health succeeded in getting an agreement from TESCO to relocate their early morning deliveries to the rear of their store. This commenced on Tuesday 18th March and we are happy that these measures are currently, the best practical means to minimise the noise at or in the complainant's house.
