MOTION: Councillor G. O'Connell
The Lucan Area Committee passed a motion at its Monthly meeting in December 2013 requesting that the 7.5 tonne restriction on Kennelsfort Road be adjusted to 3.5 tonne to bring it into line with Ballyfermot Road, which is in the City Council area, and in accordance with procedures this recommendation is now before this Council for approval.
REPORT:
It is not intended to change the 7.5 tonne gross vehicle weight limit at present as it is only in operation since January and was introduced as part of the overall policy of the Council in relation to the movement of HGV's. A wide consultation was under taken by the Council in developing this policy. The proper implementation of the 7.5 tonne limit requires a further monitoring period with liaison with the Garda Authorities to ensure proper enforcement. It is not considered appropriate to reduce the limit to a lower level as even the higher one is being ignored as evidenced at a recent site meeting.
It is therefore considered more appropriate to seek proper enforcement of the 7.5 tonne limit than reducing the limit further. The object of the 7.5 tonne limit on Kennelsfort Road is to apply appropriate and reasonable limits consistent with the objectives of the Council Policy. It was agreed at a recent site meeting that we would seek better enforcement by the Garda Authorities and that a shorter length of HGV limit would be considered which would make enforcement easier. However this truncated limit area might also have wider implications and therefore requires further examination.
It was also suggested that we would revisit the assessment of operation of the limit in September.
