MOTION NO. 22

MOTION: Councillor W. Lavelle

"That this Area Committee calls on the Manager and the National Transport Authority to include examination of the following related proposals for the Griffeen area as part of the Lucan Movement Framework: - The possible provision of a park-and-stride car-park on the former Shelbourne lands, to serve both Griffeen Valley & Lucan East Educate Together schools; - The possible provision of a pedestrian/cycle 'green route' through the former Shelbourne lands; to directly link the Griffeen Centre/primary schools area with both the new Kishogue Community College and Kishogue rail station - Possible measures to improve traffic flow along the stretch of Griffeen Avenue, between the Griffeen Road roundabout and Grangecastle Road junction, including widening of the road corridor, provision of additional lanes approaching the traffic lights and recessing of the bus stops."

REPORT:

The Lucan Framework study is now being developed as a Lucan Access study Access study and its parameters are currently being finalised in consultation with the NTA.   The terms of reference for the study, i.e. the main objectives of the brief have not yet been agreed with the NTA as the funding authority.   The brief is therefore a draft work in progress, subject to the approval of the NTA.  The initial agreed actions for the Lucan Access Study are as follows:

Once baseline information is established an issues meeting will be convened at which the issues can be further developed.

The possible specific measures sought by the Motion including local permeability can be considered as part of the study some of which relate to lands at Kishoge (i.e. the 'Shelbourne' lands), currently subject to an extant planning permission and a Local Area Plan (LAP).  This LAP will be reviewed as part of the overall review of the Clonburris SDZ over the coming months and any proposals for these lands will have to be considered in that context as well as a movement framework.
