QUESTION: Councillor G. O'Connell

"To compliment the Council staff and An Garda Siochana on the way in which the recent illegal horse fair was managed at very short notice and to ask for an outline of what options/powers are available to the Council to seize horses in such circumstances?"

REPLY:

South Dublin County Council received no prior notification of the holding of a horse fair on lands located at Bushelload, Barony of  Uppercross, Folio Ref. 2877, Naas Road on Saturday the lst March 20l4. A Team of approx. 20 Gardai attended on site on the day - Gardai reported that the event was well organised with approx. l50 vehicles entering the site on the day; Gardai further reported up to l00 horses approx. on site. No contact with made by the Gardai with the Council's nominated Horse Contractor as it was considered it could provoke Resistance/violence if and where horses were seized. The lands are registered in the name of Arcourt Limited. The owners have been formally notified in writing that in event a similar event taking place on these lands, SDCC will not hesitate to execute all enforcement powers open to it.
