MOTION NO. 16
MOTION: Councillor G. Kenny
That this Area Committee call on SDCC Environmental Services to install a bottle bank provision in North Clondalkin. This subject has been raised on numerous occasions without a coherent reply as the reasons why bottle banks can not be installed.
REPORT:
The report given to the December 2013 meeting of the ACM on this matter stated the following -
The aims contained within the Strategy for the Provision of Local Community Based Recycling facilities in the County are to
The department will identify areas in the North Clondalkin area as possible locations for the installation of recycling units and will assess the areas identified under the following criteria:
The site should be accessible for servicing the banks. No overhead wires, trees nearby and sufficient space for turning and parking. It is preferential that access is not limited by the existence of barriers or gates which restrict operating times.
Bring banks should be a minimum of 50 metres away from the nearest houses unless special noise reducing facilities are used.
Supervision is desirable but not necessary. This can take the form of direct supervision– personnel on site e.g. in a Council facility such as a park, depot or beside a Community Centre or school. Indirect supervision would consist of placing the bring banks in a public place – alongside a main street or area that there is a lot of passing traffic.
Car parking for a minimum of three cars is required.
The area will be prepared with proper signage and a plinth.
It is important that any site chosen for the recycling facility unit is properly utilised and maintained and that no illegal dumping of waste takes place in the vicinity of the unit which can lead to problems for users and demands to the Council for the removal of the facility.
The following sites have been examined to date and deemed unsuitable for the reasons given below. The Council still fully supports the proposal to provide an additional bring bank site in the North Clondalkin area and will do so as soon as a suitable site can be identified.
Number | Location | Reason deemed not suitable |
1 | Neilstown shopping centre, main car park | Inadequate space due to high level of usage of the car park by shopping centre customers |
2 | Neilstown shopping centre, at end of service road to rear | Proximity to housing, and inadequate space for servicing |
3 | Neilstown shopping centre, area adjacent to end unit | Traffic safety issues as containers would have to be serviced from the main road |
4 | Letts field | Prohibitive cost to develop site and render suitable |
5 | Aras Rualach | Proximity to housing, and inadequate space for servicing |
6 | Liscarne Court | Proximity to housing |
7 | Wide margin to front of Collinstown Park | Lack of available parking, and traffic safety issues due to proximity to main road |
