QUESTION: Councillor M. Duff

Would the Manager make a report regarding the levels of rents paid by this Council to landlords under the RAS scheme and would he indicate if recognition is given to the increased level of rents in the private rental sector and detail how the Council is responding to these increases ?

REPLY:

The terms of the Rental Accommodation Scheme provides for lease rent payments to participating landlords at a rate of up to 92% of the prevailing market rate for similar type properties in the relevant location. The 8% discount on the market rate is in recognition for the absence of voids during the lease term.

Each RAS contract contains a provision which allows for a rent review by either party on an annual basis. Such rent review may result in either an increase or decrease in the monthly lease rent payable based on prevailing market rents at the time of the review.

The RAS unit proactively responds to all requests for rent reviews in a timely fashion in reference to prevailing market rates. Revised rents are agreed and applied through direct negotiation with participating landlords.
