MOTION: Councillor T. Gilligan
That the Manager propose alternative sites for the 10 traveller accommodation units proposed at Ballynakelly, Newcastle.
REPORT:
The terms for a Part V Agreement in respect of an overall development by Maplewood Homes concluded in July 2007. The agreement provided for the delivery of social, affordable and traveller housing as well a community centre. To date the social and affordable units have been delivered and are occupied.
The Council was notified in early 2012 of appointment of a receiver to Maplewood Homes. The Council met with the receivers with a view to negotiating a conclusion of the Part V agreement.
An on-site visit to the development indicates that the 10 Traveller specific units are approximately 30 -40% complete and will require significant investment to bring to full completion.
The 10 Traveller specific units are group houses and are not caravan bays. They have been included in the previous (2009 – 2013) and current (2014 – 2018) Traveller Accommodation Programmes.
Negotiations with the receiver are ongoing to finalise this matter.
The Council does not have any suitable landholdings in or around Newcastle Village that would provide an alternative site for these units.
