MOTION: Councillor P. Cosgrave
"That the Manager agree to provide a pedestrian crossing at the top of Orchardstown Avenue beside the Supervalue shop. The Butterfield District residents association have requested this because of the danger to elderly residents crossing at this point."
REPORT:
The location has been examined and pedestrian guard rails are in place on one side of Orchardstown Avenue and the footway is dished on the other side. Difficulty is experienced by persons with reduced mobility in negotiating this configuration particularly with illegal parking being a problem at this location. Traffic flow on Orchardstown Avenue is relatively low and large gaps exist between vehicles providing adequate crossing facilities along the road. As the difficulty relates to the road layout and illegal parking rather than volume of traffic it is recommended that a suitable designed crossing point is provided with a dished kerb on both sides and the crossing point highlighted. A controlled signalised crossing is not recommended. In order to manage the occurrences of illegal parking consideration is being given to the deployment of the Councils contracted parking warden to Orchardstown Avenue to enforce the double yellow lines. A report on these elements will be brought to the TMM for finalisation.
