QUESTION: Councillor E. Ó Broin
To ask the manager to provide a report detailing the number of lease agreements/long term lease agreements the Council has with sports clubs in the County and including the names of the clubs, the locations and acreage of the land in question; the cost to the clubs of these agreement; the facilities currently available at each location and the role played by the Council in acquiring the funding for these facilities?
REPLY:
The Council has issued leases for periods varying from 25 years to 99 years to the Sports Clubs/Organisations as detailed in the table 1 hereunder. The lease rents are in all cases abated on the condition that the use is restricted to not- for- profit sporting/recreational/ community purposes but also takes into account additional facilities e.g. bar facilities in some Clubhouses etc. The abated rents range from €1.27 in respect of some older leases to €200.00 p.a. approx in respect of the vast majority of leases which were granted for provision of dressing- room facilities, pitches etc. In the case of Club houses/Leisure Centres with bar facilities the abated rents range from €660.00 to €1,270.00p.a. All leases would have provision for periodic rent reviews.
The Council has also accommodated a number of Sporting Clubs /Organisations but has yet to formalise leases/licences with these parties, as detailed in Table 2 hereunder.
The Council has assisted the Clubs/ Organisations in submitting applications to the Department of Transport, Tourism & Sport for sports capital funding and has entered into Deeds and Charges of covenants where necessary to allow charges to be registered against the Council's title, in order to facilitate the draw down of funds.
The Council would in some instances enter into Licence agreements with Clubs Organisations for the use of land/property for a particular purpose including sporting purposes, but in these cases the title remains with the Council.
