REPORT ON LOCAL COMMUNITY DEVELOPMENT COMMITTEE (LCDC)
REPORT:
The Local Government Reform Act 2014 provides in Section 36 for the establishment of Local Community Development Committees by each Local Authority. South Dublin County Council was selected as one of ten 'front runner' authorities by the Department of the Environment, Community & Local Government for establishing a Local Community Development Committee. The Act provides a legislative underpinning for the establishment of Local Community Development Committees in 31 local authority areas and for the preparation and implementation of Local Economic and Community Plans.
The LCDC is established in accordance with the terms of reference, structure and membership set out below.
Section 35 of the Local Government Reform Act 2014 provides for the dissolution of County Development Boards by order of the Minister.
Terms of Reference
- The LCDC will be responsible for the development, coordination and implementation of a coherent and integrated approach to local and community development within South Dublin County
- The LCDC will develop the community element of the 6 year Local Economic and Community Plan.
- Operate in a collaborative approach, in partnership with other publicly funded agencies and bodies.
- Drive meaningful citizen and community engagement in the scoping, planning, delivery and evaluation of local and community development programmes
Structure and Membership
The LCDC membership for this Council which will not exceed a total of 15 will comprise representatives from the following in accordance with the Act subject to and in accordance with any regulations made, or general Policy guidelines issued, by the Minister.
(a) Members of the local authority,
(b) the County Manager of the local authority or such other person employed by, or seconded to, the local authority (either by name or by reference to the person for the time being holding or exercising the functions of a particular post in that authority) standing nominated for the time being by the County Manager,
(c) Representatives of public authorities having responsibility for the provision of services to or within, the area of the Committee,
(d) Representatives of local community interests,
(e) Individuals acting in a private capacity who are or have been members or otherwise associated with any body (however described) of a type referred to in the definition of 'local community representatives'
(f) Representatives of publicly funded or supported local development
Bodies concerned with promoting the interests of local communities, and
(g) Such other persons or bodies (if any) as may be provided for by such regulations made, or general policy guidelines issued, by the Minister
The South Dublin County Council Local Community Development Committee will comprise the following representation.

The LCDC may establish other sub-committees or task groups to carry out its functions, the formation of any such group to be decided formally by the LCDC.
Administrative Support/Meetings - Administrative and secretarial support will be provided by the County Council, who will make arrangements for the meetings, maintenance of records and preparation of minutes.
Functions and Work of the LCDC
The main function of the LCDC will be the development, coordination and implementation of a coherent and integrated approach to local and community development within South Dublin County.
In order to achieve this objective, a work plan comprising the following actions is required:
- Mapping of existing local development services provided by all the partner agencies and bodies
- Identify needs, project future needs and resources available. This should include
identifying overlap and duplication areas, and measures for removal of such overlaps,
increasing efficiency.
- Develop the community element of a draft six year County Local Economic and Community Plan
- Engage with all citizens and stakeholders, disseminating information and communicating clearly and effectively.
- Adoption and ongoing review of the 6 year plan – Section 44 of the Act. The Plan will comprise two elements, an economic element to be prepared by the local authority and a community element to be prepared by the LCDC.
The above proposed structure and arrangements are in line with the DOECLG operating guidelines for front runner LCDCs.
The nominees shall be appointed to the Committee, without omission or addition, by resolution of the local authority.
It is recommended therefore that the Council approve the following resolution:
'It is hereby resolved to establish a Local Community Development Committee for South Dublin County Council in accordance with Section 36 of the Local Government Reform Act 2014 comprising the nominees as set out in accordance with the foregoing report.'
