QUESTION:  Councillor E. Tuffy

To ask the Manager if he can advise members on the finance allocated by the Council in 2014 to each of the Household Grants - Grants for Older Persons, Grants for Persons with a Disability and Mobility Grants, if application for these grants are assessed in the order in which completed documentation is received from applicants, and if members will be advised if and when, the finance available under a particular scheme for the year is exhausted?

REPLY:

The Department of Environment, Community and Local Authority notified the Council, by Circular dated 16th January 2014 that the combined capital allocation to this Council for the three housing grant schemes in the current year will be €1,667,043. This figure includes an amount of €333,409 (20%) which will have to be provided from the Council's own revenue resources.

In relation to apportionment of grant funding approved, it is a matter for the Council having regard to local circumstances, to decide how the allocation of approved funding is apportioned over the suite of grants available.  Historically the allocation is not specifically assigned to individual grant schemes. 

All valid applications under the three Schemes are processed as received.  Invalid applications are returned (in full) stating required details.  Valid applications are then forwarded to relevant inspectors for initial inspection and recommendation on type of works required to meet needs.  Where appropriate,  grant  approvals are issued.   Subsequently, on foot of notification from applicants that works are completed, final inspections are arranged.  On receipt of satisfactorily inspector's report and completion of relevant checks, payment is made to the applicant.

The Members of the Council can be informed of the financial position throughout the year.
