MOTION NO. 23

MOTION: Councillor G. O'Connell

"That the laneway between Wheatfield Road and Oak Court Estate be cleaned and that the Manager provide a report on the condition of this laneway and to include the cleaning schedule for this and other laneways in Palmerston".

REPORT:

Laneway clean ups are in general organised in response to requests from elected members, members of the public and the Council Litter Wardens.   The resources of the Environmental Services Department are primarily deployed to cleaning tasks in more visible, higher profile areas such as in housing estates, on public roads and in public parks. 

Works carried out in laneways normally include the removal of dumped waste, picking of litter as well as pruning or removal of vegetation as required.  Unfortunately, the Council is seeing a countywide increase in the number of areas where illegal dumping is taking place and laneways are one area that is suffering as a result.  The Council is reliant on the support of members of the public to report incidents and provide the necessary information, e.g. car registration details, to enable the Council's Licensing and Enforcement staff to pursue the perpetrators.

At the time of inspection the laneway was littered with significant amounts of fly tipping in the form of builders rubble, bags of bottles & cans, mattresses and domestic.  Two small trees had also fallen from private lands and two different locations and were blocking the lane to vehicular traffic.  Arrangements are currently in hand to have the trees removed and the laneway cleaned.

While there is no schedule currently in place for the cleaning of laneways in the Palmerston area it is proposed that the details of a pilot programme be presented to the March meeting of this area committee.  The submission will include details of the laneways to be included in the pilot, the extent of the work to be done and the frequency of the cleaning to be carried out.
