That this Committee opposes any privatisation or outsourcing of the Environment Services Department cleansing operations and calls on the Manager to retain these services within the Councils own resources.
REPORT:
The Council currently has a road sweeping contract in place with Oxigen Environmental Ltd and through this contract all roads, streets, housing estates and industrial estates in the County are cleaned at a frequency and to a standard as determined by the Council. This service is due to be put out to tender again in the coming months and this will provide an opportunity to review the service which is provided under the terms of that contract and an opportunity to identify ways to improve it.
With regard to the cleaning services provided by the Council's own staff the Environmental Services Dept is currently finalising it's work programme for 2014. This programme will provide an enhanced cleaning and litter bin collection service in the County's towns and villages, as provided for in the budget for the current year. The programme aims to identify all work tasks to be undertaken and identify the location, frequency and quality standard of the service to be delivered.
The provision of these services will be monitored closely by management and supervisery staff and it is intended that work done will be measured against a set of standards being developed that will be applied to all work done by both Council staff and the private contractor. The programme, once finalised and arrangements put in place, will be published through the Council's "Your Area's Maintenance Schedule" facility.
