MOTION: Councillor E. Tuffy
"That this Committee notes the rapid increase in enrolment of students in Adamstown Community College, Lucan, recognises that a very substantial number of students currently enrolled, and to be enrolled in September 2014, are from, parts of Lucan other than Adamstown, particularly in the area known as Lucan South and in the areas covered by the Catholic Parishes of St. Patrick's and Divine Mercy, and realizes that that Adamstown Community College has addressed and continues to address a shortage of 2nd Level places for the area of Lucan south of the N4, and requests the Manager to write to the Department of Education and Skills, the DDL LETB and Castlethorn Construction urging the three parties to come to an agreement at an early date on the provision of a School/Community Sports Hall at Adamstown Community College?"
REPORT:
Whilst there is a previous agreement between the Department of Education and Science and Chartridge Development Limited regarding the delivery of a school sports hall facility, it is our understanding that Chartridge has not been in a position to deliver this to date. The issue of the School Sports Hall has been raised regularly at Adamstown Developer Interface Meetings and more recently during discussions with the landowners as part of the review process.
The Adamstown SDZ Planning Scheme 2003 does not explicitly require the provision of a school sports hall. Following extensive public consultation during the Adamstown review process, the issue of the provision of a Sports Hall for Adamstown Community College and the need for a Community Centre for the whole of Adamstown emerged as core Community requirements. The amendments to the Planning scheme approved by the Council on 10 February 2014 require the provision of 1,200m² of community centre space that incorporates a community sports hall or alternatively the provision of 1 no. 600m² community centre together with an additional school sports hall, in amended phase 2 i.e. no later than 1,600 dwellings, which is the current phase of development. The recently adopted amendments to the Scheme are currently subject to appeal to An Bord Pleanala and in the case of an appeal, the current Planning Scheme will remain in place until An Bord Pleanala determination of the appeal(s).
Notwithstanding the above, a number of options for the delivery of a school/community sports hall at the earliest possible opportuity are currently under consideration.
