MOTION NO.13

MOTION: Councillor C. King

"That this Committee calls on the Manager to restore the green-space at Kiltalown Path/Rd/Park to a safe and secure area for children and residents to use recreationally. In addition to this that the Manager instruct the litter wardens to aggressively pursue those perpetrators of the disgraceful dumping and burning that has robbed the local residents of their amenity. That the Manager also agrees to install as a matter of urgency a mobile CCTV Camera on the green space to aid the Litter wardens in their effort to catch these enemies of the Community".

REPORT:

The Litter Warden patrols the areas of Kiltalown Path, Kiltalown Road and Kiltalown Park including the open green space on a regular basis.  All reports of illegal dumping are investigated and dumped material is interrogated for evidence.  Where evidence is found, fixed penalty notices are issued to the alleged offenders in accordance with the Litter Pollution Act 1997, as amended.

Where there is an ongoing problem of illegal dumping and littering in any area, local residents are urged and encouraged to support the Council in taking the appropriate enforcement action by making reports to the Litter Warden,   Housing Estate Officer/ Allocation Supports Officer  for investigation and by providing evidence where possible and testifying in court.  Additionally, residents are encouraged through the medium of the Council's Social Credit Scheme to seek rewards for community based initiatives, such as community clean ups.

The Council's Enforcement and Licensing Section is currently examining this location to assess suitability for the erection of CCTV cameras and is working with the Housing Department in an effort to combat the problem of illegal dumping in this area. A clean up operation on the open space by the Public Realm Section commenced on Wednesday 19/2/14.
