"To ask the Manager if the Department of Environment and Local Government has advised of any progress on the introduction of the Incremental Purchase Scheme to enable tenants of Local Authority Houses in Lucan to purchase the houses in which they live?"

REPLY:

The main statutory provisions governing the Incremental Purchase Scheme (for new houses only)  are

• Part 3 of the Housing (Miscellaneous Provisions)  Act 2009 

• S.I. No. 540/2009 - Housing (Miscellaneous Provisions) Act 2009 (Commencement) (No. 2) Order 2009

• S.I. No. 252/2010 - Housing (Incremental Purchase) Regulations 2010

• S.I. No. 253 of 2010 - Housing (Miscellaneous Provisions) Act 2009 (Commencment ) Order 2010

The Department of Environment, Community and Local Government has advised of intention to introduce a new scheme providing for the sale of local authority houses to existing tenants on incremental purchase principles. However this requires new legislation, which is yet to be enacted and following from which the new scheme will be introduced.
