MOTION NO. 19

MOTION: Councillor E. Ó Broin

That the Manager bring a report to the Committee on the problem of illegal dumping and related anti social behaviour at junction of Deansrath Park (*address supplied) and St Cuthbert's Park outlining the scale of the problem at this location and options for addressing these problems.

REPORT:

The Council received three (3) complaints in 2013 in relation to illegal dumping at St. Cuthbert's Park with no complaints received to date in 2014, while three (3) complaints were received in relation to illegal dumping at Deansrath Park in 2013 and none to date in 2014.

These areas are patrolled on a regular basis by the Council's Litter Warden Team. All reports of dumping are investigated and dumped material is interrogated for evidence. Where evidence is found, fixed penalty notices are issued to the alleged offenders in accordance with the Litter Pollution Act 1997, as amended. Three (3) fixed penalty notices were issued in 2013 as a result of evidence found in dumped material at St. Cuthbert's Park with none issued in relation to Deansrath Park. The Council has deployed a mobile CCTV camera at St. Cuthbert's Park but unfortunately, no evidence that would support a prosecution under the Litter Pollution Act 1997, as amended, has resulted.

Where there is an ongoing problem of illegal dumping and littering in any area, local residents are urged and encouraged to support the Council in taking the appropriate enforcement action by making reports to the Litter Warden for investigation and by providing evidence where possible that would support a prosecution.  Additionally, residents are encouraged through the medium of the Council's Social Credit Scheme to seek rewards for community based initiatives, such as community clean ups.

The Housing Department has reported that there have been no reports of anti-social behaviour in relation to the areas identified in the past twelve months. The public are invited to report incidents of anti social behaviour through the following means:

Members of the public are encouraged to utilise these clinics and avenues for the purpose of discussing housing related matters which are treated confidentially.  The clinics are attended by the Allocations Support Officer for the area and the local Community Garda.
