QUESTION NO. 5
QUESTION: Councillor E. Ó Broin
To ask the Manager to provide an update on the provision of traveller specific accommodation in the Ballynakelly Estate, Newcastle, Co Dublin detailing all contacts with the developers and receivers on the issue; the expected timescale for Council acquiring the units involved and whether the units will include caravan bays?
REPLY:
The terms for a Part V Agreement in respect of an overall development by Maplewood Homes concluded in July 2007. The agreement provided for the delivery of social, affordable and traveller housing as well a community centre. To date the social and affordable units have been delivered and are occupied.
The Council was notified in early 2012 of appointment of a receiver to Maplewood Homes. The Council met with the receivers with a view to negotiating a conclusion of the Part V agreement.
An on-site visit to the development indicates that the 10 Traveller specific units are approximately 30 -40% complete and will require significant investment to bring to full completion.
The 10 Traveller specific units are group houses and are not caravan bays. They have been included in the previous (2009 – 2013) and current (2013 – 2018) Traveller Accommodation Programmes.
Negotiations with the receiver are ongoing to finalise this matter.
