"That the Manager give a report on how many of the remaining council housing stock at Tara Hill estate will receive the insulation over clad upgrade this year and could the Manager include a scheme for their neighbours who have purchased or are in the process or purchasing their homes."

REPORT:

South Dublin County Council completed a mini energy programme in 6 rented properties in Tara Hill Grove in 2012. This work was partially funded by the Dept under its Estate - Wide Energy Efficiency Works programme Circular Ship 2011/5 refers. This programme has been discontinued by the Dept.

The Dept has announced a new Energy Retrofitting Programme directed towards a 'comfortable living' baseline of 300mm roof insulation, wall insulation and draughtproofing in accordance with Circular SHIP/11 2013. The maximum funding available per dwelling is €3,500. Under this programme the Council has already completed over 300 rented properties as this is fully funded by the Dept.

The average cost per dwelling for the energy works in Tara Hill was €13,666 as all properties had to have extensive internal insulation, new roofs, gulley's, windows/doors, heating system and external cladding. There are no current plans to continue this programme given the costs involved and the financial constraints.

Should funding become available the Council will examine the feasibility of continuing energy works in Tara Hill Estate.
