MOTION: Councillor D. Looney

That this Committee expresses its concern with the delay in attenuation works planned for the River Poddle, and in calling for the speedy delivery of these works, requests a detailed report on the status of this scheme.

REPORT:

The proposed attenuation ponds in Tymon Park are being considered as part of an overall study of the River Poddle and will be addressed in the CFRAM options report which the OPW are producing.

The OPW are currently reviewing the Final Flood Risk Management Options Report for the Poddle Catchment which follows on from the Public Consultation on the Draft Options held in June 2013 as part of the Eastern CFRAM study.  This report will identify preferred options for flood defences and associated works.

We will update members when the OPW issue the Final Flood Risk Management Report to South Dublin County Council which we had anticipated receiving this report in November/ early December 2013 but following a status update from the OPW the report is now scheduled for early 2014. The next stage in this process will be to carry out a detailed design on the preferred option prior to construction.

In addition to the CFRAM study the following works have been carried out by South Dublin County Council in the river Poddle:

Three new screens on the Poddle have been installed at Wainsfort Manor, Kimmage Manor and at St Annes Estate. Camera have been  installed at Kimmage Manor and Wainsfort to allow remote monitoring. River Poddle bed and banks have been cleaned from Tymon Park to Kimmage Manor and on down to Kimmage Road West to improve flood and reduced the amount of material washed onto the screens during high flow conditions.
