Item 1 - Minutes of Previous Meeting

Minutes of Environment SPC meeting held on 7th May 2013.

Item 2 - Matters Arising

Running order of SPC items was amended as reflected in order below

Item 3 - Irish Water Update

Teresa Walsh, Director of Roads and Water Services gave a presentation updating the members on the process of Water Services transition to Irish Water. Following contributions from Cllr Lahart, Cllr Devine, Ms Ruddock, Cllr Hannon, Cllr O'Connell, Ms Walsh, Director of Roads and Water Services responded to questions from the members. Ms Walsh also stated that a further update report will be brought to the O&P meeting on 19th September 2013.  It was agreed to liaise with Irish Water to provide a schedule or map of water meter installation prior to that work commencing within the County and this will be brought to the Area Committee Meetings.

Item 4 - Litter Fine & Payment Update

Yvonne Dervan, Senior Executive Officer gave an update presentation on Litter Fines and Payments. Following contributions from Cllr Lahart, Cllr Walsh, Cllr Hannon, Cllr Devine, Ms Kiernan, Cllr O'Connell and Cllr Walsh, Director of Services, J Quinlivan responded to queries raised.

Item 5 - Draft Litter byelaws

Following a report on the Litter bye-laws by Maire Ni Dhomhnaill and contributions form Cllr O'Connell, Cllr Lahart it was agreed that the draft Litter Byelaws would be placed as a headed Item at the next Council meeting.

Item 6 - Noise pollution presentation

Director of Services, J Quinlivan gave a report on the Draft Dublin Environmental Noise Action Plan stating that the next step as per May's SPC was to recommend the report to the Council for adoption. The committee recommended a delay in recommending the report to allow for Mr O'Brien to be present at Novembers SPC to answer any possible queries on the report. 

Item 7 - Draft Contro of Horses Bye Laws

Yvonne Dervan, Senior Executive Officer gave a report on the Draft Horse Bye Laws. Following contributions from Ms Kiernan, Cllr O'Connell Cllr Devine and Cllr Lahart, Director of Services, J Quinlivan responded to queries raised. It was agreed that the Draft Horse Byelaws go out to consultation and an update report be brought back to the next SPC
