Item 1 - Minutes of Previous Meeting

Minutes of Environment SPC meeting held on 2nd September 2013 were agreed

Item 2 - Matters Arising

There were no matters arising

Item 3 - Update on CFRAM programme

Gerry O' Connell, Projects Manager, Dublin City Council gave a presentation updating the members on the CFRAMS programme and the River Dodder Catchment Draft Flood Risk Assessment and Management Plan outlining

 Following contributions from Cllr Walsh, Cllr Devine, Cllr Lahart, Cllr O'Connell,  and Ms Kiernan, Mr O'Connell responded to questions from the members.

The project was recommended for adoption to the Council and for incorporation into the development plan. Proposed by Cllr Walsh and seconded by Cllr Devine

Item 4 - Draft Dublin Environmental Noise Action Plan 2013-2018

Sarah Duffy, Environmental Health Officer reported on the Draft Dublin Environmental Noise Action Plan 2013-2018 outlining the background to the plan, review of the current plan, public consultation process and wish list for the next plan. The amended plan has been forwarded to the EPA who submits all noise action plans to the EU on behalf of Ireland before 18th January 2014.

Following contributions from Cllr.Walsh, Cllr.O'Connell, Ms Ruddock, Cllr.Hannon, Cllr Devine, Cllr Lahart, Ms Kiernan, and Cllr Walsh, Ms Duffy and Director of Services, J Quinlivan responded to queries raised.

Members will forward suggestion of locations for noise monitoring stations in the County to Ms. Duffy

Item 5 - Draft Control of Horses byelaws report

A report on the Draft Control of Horses byelaws was presented by John Quinlivan, Director of Services. The draft byelaws were advertised for public consultation from the 7th October to 15th November – no submissions were received. A copy of the draft byelaws were prepared and attached. Following a discussion, it was agreed to come back to the Environment SPC for further discussion.

Item 6 - Update on preparation of Eastern & Midlands Regional Waste Management Plan 2015-2021

Director of Services, J Quinlivan gave a report on process and current position regarding the preparation of Eastern & Midlands Regional Waste Management Plan 2015-2021 which will commence in early 2014 . South Dublin County is now part of the Eastern & Midland Region with Dublin City Council taking the lead. A notice of intent to make a plan has been published with the closing date for submissions from the public on Thursday 19th December 2013.  The SPC will be informed as the process continues.

Item 7 - Options to restrict the growth of trees in front gardens

Brian Sheehan, Senior Parks Superintendent gave a report on restricting growth of trees in gardens. Following contributions from Cllr. Bond, Cllr O'Connell, Ms Kiernan, Ms Ruddock, Cllr. Hannon, Cllr. Tuffy,  Director of Services, J Quinlivan responded to queries raised. It was agreed that links to legislation referred to in the report and discussions would be circulated to members

Ms Ruddock informed the group that the Environmental Pillar had arranged a free public workshop on the Aarhus Convention on the 7th December in Dublin - full details available here
