QUESTION: Councillor J. Lahart
"To ask the Manager to outline the 'taking-in-Charge' status of the new estates off Stocking Avenue?"
REPLY:
There are 3 estates off Stocking Avenue namely Dal Riada, Stocking Wood (South) and Stocking Well (North). Their status is as follows:
1. Dal Riada
The developers received planning permission for a revised layout to part of this scheme recently. This development will most likely commence in the coming months. To date they have completed approximately 100 dwellings. Given that certain roads are shared between existing and proposed development and that the storm and foul water systems are shared, it would be premature to discuss TIC until the development is complete.
2. Stocking Wood (South)
The Receiver advised that the CCTV for this part of the development is complete, it is being assessed by their consulting engineers and a report with discs will issue to SDCC for consideration in due course. In parallel to this they are preparing as-built details of the remaining underground network, site layout, public open space, public lighting etc as part of their TIC obligations. Meanwhile Kingscroft are continuing to develop the 30+ house site to the South-East of the Roundabout. Realistically, the timing of the completion and sale of the Kingscroft development, the proving of all underground networks, preparation and approval of all as-built drawings, surfacing of remaining roads should all coincide in the summer-autumn of 2014. There is no apparent benefit in sub-dividing the TIC of the southern side of this development.
3. Stocking Wood (North)
Also referred to as Stocking Well, the Receiver has engaged with SDCC Parks Department on the delivery of appropriate Public Open Space for this development. The design and tendering for this element of the works is progressing. The site which was previously the subject of much discussion regarding dangerous hoarding has since been fenced off with a green welded mesh type fence and is secure. It is understood that this site is to be auctioned in the coming months. Once the POS is delivered, TIC discussions could take place on this development as all services and roads are complete. We await the completion of the above process before engaging with the Receiver further.
