MOTION: Councillor M. Devine

That this Council endeavours to employ aptly skilled members of the Travelling Community in the construction/refurbishment of their Traveller Accomodation

REPORT:

Public procurement guidelines and rules apply to all public sector bodies, including Local / Housing Authorities, and the basic principle of public procurement is that there should be a competitive process.

The type of process to be undertaken will depend on the value and nature of the requirement.  Suitable suppliers or service providers may be invited to compete for contracts below €25,000 in the case of services, and below €50,000 in the case of works.  A number sufficient to ensure adequate competition, selected on an objective and non-discriminatory basis should be invited to tender.   All opportunities for goods and services above these limits must be formally advertised. 

Since 2006 the Council has supported a number of Traveller Employment Initiatives engaging over 56 participants  of which 15 remain in full-time permanent employment with the Council.  Following the completion of the most recent Local Training Initiative in the summer of 2013 a further 3 participants are currently in employment. 

Arrangements will be made to advertise for caretaking services and for contractors for various works in 2014 and the Traveller Development Groups will be advised of these opportunities to enable them to promote awareness of these opportunities to suitably qualified members of their Groups.
