MOTION NO. 25

MOTION: Councillor E. Ó Broin

That the Manager would present for discussion at the meeting a report including maps on all potential infill housing sites in North Clondalkin ranging from single unit infill sites to 20 unit infill sites and indicative time scales and costs for securing Part 8 permissions for each of the sites identified.

REPORT:

The Council is currently carrying out an assessment of short to medium land bank requirements to facilitate potential future building programmes and members of the Area Committees will be kept up to date on progress at the appropriate time.  It is not therefore intended to present maps or to outline indicative time frames and costs for potential sites at this point in time.

The Committee will be aware that the Council recently identified a site for a proposed infill development in St Marks Green, Clondalkin, and this proposal was submitted as part of the Council's response to the Government's call for proposals for inclusion on a local authority housing construction led job stimulus programme.

The proposed infill housing development at St. Mark's Green was among three Part 8 (public consultation planning process) manager's reports which were presented to and approved by the Council on the 9th of September 2013.   In line with the prescribed procedure associated with all capital works, a formal submission has now been submitted to the DoECLG for approval to proceed to tender stage on this scheme. We await the outcome of this submission.

We have also identified a potential site in Mayfield Park, Clondalkin and an outline of proposals for this site was  presented to the Clondalkin Area Committee in September 2013.  The Council is now ready to commence the formal Part 8 Public Consultation (Planning) Process for this proposal.   Details of the proposed scheme will be published in newspapers circulating in the area next week.

In general, the costs associated with bringing a proposal to Part 8 stage are nominal.  There is a small cost for publication of the Part 8 public consultation notice but all design works are undertaken in-house, and no other costs are incurred in the procurement of any other services until such time as the Part 8 is successfully concluded and approval has been sought and received from the DoECLG to go to tender.

It should be borne in mind that while concluding a successful Part 8 process does not guarantee development, it does however facilitate 'shovel readiness' ie the immediate commencement of projects once funding has been  made available.

We are conscious that Budget 2014 contained stimulus measures in the housing area, and it is anticipated an announcement regarding funding will be made early in the New Year on projects submitted for approval.
