MOTION NO. 3

MOTION: Councillor E. Coburn

"That this Committee discuss with the aid of a report the replanting program for Westbourne Lodge along the perimeter fence with Ballyboden GAA club of shrubbery and spring bulbs. In addition for an update on the maintenance and safety management of the boundary fence."

REPORT:

It was agreed with the residents of Westbourne Lodge in March 2013 that:

1.      A hedge would be planted on the boundary between the open space and the Ballyboden St Enda's GAA pitch. 

2.      Birch trees would be planted in areas where there are substantial gaps – the estimated number of trees to be  planted is 15.

3.    The tree understory would be sown with woodland wildflower mix and with the participation of local children if possible.

4.    Woodland bulbs would be planted in the tree understory in Autumn 2013 and with the participation of local children if possible.

In relation to the commitments entered into:

The hedge was planted in April 2013.  However, due to the very good weather in 2013 there were some failures in the planting and these will be removed and replacement material replanted in Spring of 2014.

The other three commitments will be undertaken in March of 2014, hopefully with the participation of local children and to coincide with National Tree Week in 2014 and where there will be substantial national publicity in relation to tree planting and the value of trees in the environment.  The Residents Association has recently been advised of this proposal.

In relation to the boundary fence: the Residents Association had raised an issue in relation to the safety of the fence.  The Association were written to in August 2013 and advised that 'This fence is private property and responsibility for its maintenance is a matter for Ballyboden St Enda's GAA club'
