Proposal for a pathway to LUAS Cookstown at Cairnwood open space

REPLY:

It had been proposed to construct a path to link Cairnwood open space (shown on the attached map) through the boundary wall along the Cookstown Way with the LUAS stop at Cookstown Way.  This proposal arose from representations from local residents in Cairnwood.

The Railway Procurement Agency (RPA) had undertaken a postal survey (verified by An Post) in August 2012 and that indicated a response from the community as follows:

On the basis that the survey indicated a majority of the community were in favour of the proposal it was decided to proceed with the work on the ground.   However, work was halted by a section of the residents who objected to the proposal.  A meeting was subsequently arranged with the residents and attended by officials from South Dublin County Council and the RPA. 

Following this meeting it was agreed that the area would be reinstated pending further discussion. 

A meeting was then arranged with the Elected Members of the Tallaght Area Committee on the 29th August 2013 attended by officials from the RPA and South Dublin County Council staff.

It was agreed that the matter would be considered further and reported on to the October Tallaght Area Committee Meeting.

The matter has been considered further with the RPA and it has been noted that that similar issues arose in relation to the nearby Ambervale project which were resolved. The Ambervale path link to the LUAS has proven to be very successful and has more than delivered the objective to increase accessibility to the LUAS stop. While it is considered that the Cairnwood link is sustainable and could achieve the objectives of permeability and connectivity and facilitate use of public transport, the degree of local opposition to the project is of concern. As a result, it is recommended that the project be suspended for the time being. In the event that significant local demand for the link emerges in the future, the project can be revisited at that time. 

A representative from the RPA will be in attendance at the meeting.
