Cleanbuild site at Bohernabreena Road
REPLY:
That urgent action be taken to make safe and secure the semi-derelict former Cleanbuild site at Bohernabreena Road, having regard to the presence of asbestos in the roof, and the ongoing serious anti-social activity on site.
REPORT:
The Council's Architectural Services Department has reported following initial inspection on 8th March 20l3 that the four large industrial units as well as a number of small indivdiual units located around the site, are in an unsafe condition. The fabric and roofs are damaged and areas are broken/damaged which poses a danger to persons entering on the site. The overall site is deemed to be a "dangerous place" as defined in the Sanitary Services Act l964. The site is accessible by members of the public.
Following on that inspection a letter issued to the owners on 20th March 20l3 requesting that arrngements be made for all access areas to the site be secured in the interest of public safety. No response was received from the owners and a further complaint was received on 22nd May last which stated that more fires had brken out resulting in extensive damage to the roofs . No action has been taken by the owners since then. A follow up inspection on the l7th September found that the site still remains accessible to the public.
The owner of ths site is John Ronan and sons (in liquidation) c/o Michael White & Co., Courthouse Chambers, 27/29 Washington Street Cork.
A notice pursuant to Section 3 (2((b) of the Local Government (Sanitary Services) Act, l964 has now been served on the owners of the site requiring the following works to be executed within one month from the date of service of the notice (23rd September 20l3):
(a) The roofs to be made safe on all buildings in the complex including repair of all broken roof sheets and holes.
(b) All buildings on the site to be made secure in inaccessible to the general public through repair/replacement of damaged doors and boarding up/securing of damaged windows or other opes in walls.
(c) The erection of secure palisade fencing to the perimeter of the site where access is currently possible and the making secure of the site to prevent access by the general public.
In the event the site is not renedered safe within the sepcified period, the necesssary works will be carried out directly by SDCC and reimbursement costs will be pursued.
