QUESTION: Councillor C. Bond
"To ask the Manager to comment on how changing the use of land on the site of the now defunct victory centre will impact on the County Development Plan, and can the Manager suggest possible uses for the land within current zoning objectives and also comment on the feasibility of locating the two proposed schools in Firhouse there?"
REPLY:
There are not currently any proposals to change the use of the land on the site of the 'Victory Centre' in Firhouse. The existing development on the site has a planning permission for a specific use for which it was designed and built, in this case primarily as a place of worship. The overall County Development Plan 2010-16 zoning of the site is Objective G, "to protect and improve high amenity areas". Whilst any proposal for development including a material change of use must have regard to the specific characteristics of site in question and the nature of the proposal, 'permissible in principle' uses under the County Development Plan (page 258) are open space and traveller accommodation. Other uses including education are 'open for consideration'. It is understood that the current receivership of the site is subject to a legal challenge that has yet to be heard. The site is not therefore available and it is premature to comment on the feasibility of locating any proposed schools there.
